Firm Overview
Kerr Environmental Services Corporation, a Certified Small Business established in 2002,
provides all services related to natural resources investigations, permitting, mitigation,
and environmental due diligence. Kerr Environmental Services is recognized as a leader in
sustainable ecological restoration, an emerging field due to the confluence of regulatory
requirements, watershed restoration initiatives, and ecological stewardship. Located in
Virginia Beach, the staff of Kerr Environmental Services has extensive experience with the
design, construction oversight and long-term monitoring of a wide variety of restoration
projects including: stream restoration and stabilization, tidal wetlands, forested non-tidal
wetlands, emergent freshwater wetlands, multiple benefit stormwater management-wetland
creation facilities, and wildflower meadows.
Kerr Environmental Services brings over 70 years of combined experience to regulatory
projects. The firm has extensive experience and expertise with environmental due diligence
investigations as well as follow-on services such as: wetland assessments and delineations,
Phase I, II and III Environmental Site Assessments, underground and aboveground storage tank
closures, Site Characterization investigations, protected species issues, cultural resources
management, Chesapeake Bay Buffer rules, and the permitting of open water, stream, and
wetland encroachments. The firm also performs wetland permit compliance inspections,
Stormwater Pollution Prevention Plans (SWPPPs) and SWPPP inspections to provide our clients
with environmental services for projects from inception through completion. Kerr
Environmental Services’ seven project managers have detailed working knowledge of the
regulatory programs in Virginia and North Carolina and have extensive working relationships
with regulatory agency personnel at the U.S. Army Corps of Engineers, U.S. Environmental
Protection Agency, U.S. Fish and Wildlife Service, National Marine Fisheries Service,
Virginia Department of Environmental Quality, Virginia Marine Resources Commission, Virginia
Department of Historic Resources, Virginia Department of Game and Inland Fisheries, North
Carolina Department of Environment and Natural Resources, North Carolina Division of Water
Quality, North Carolina Division of Coastal Management, and North Carolina Wildlife
Resources Commission.
Kerr Environmental Services has experience in successfully delineating large complex wetland
systems and permitting encroachments for the public and private sector related to utilities,
roadways, waterfront structures and facilities, stormwater management facilities,
recreational facilities, governmental facilities, industrial and office parks, corporate
headquarters, residential communities and mixed use developments. Kerr Environmental
Services is focused on providing clients thorough, reliable, and cost-effective solutions
for all of the environmental situations encountered today - from “quick look” due diligence
investigations to “fast track” multimillion-dollar projects and complex habitat
creation/restoration challenges.

Staff Overview
Kerr Environmental recognizes that a diverse staff with
complimentary skills and training is essential to providing
interdisciplinary environmental services. We currently
maintain a staff of seven environmental professionals with
degrees in aquatic sciences, environmental sciences, biology,
marine sciences, geology and water resources engineering.
Employees are encouraged to stay at the forefront of their
professions through continuing education courses and seminars.
Given the complexities of stream restoration, two staff
have completed all training (Levels I-IV) of Dave Rosgen's
Natural Channel Design program, while a third has taken
Rosgen's channel design course for engineers. Other training
includes courses in: wetland delineations, Clean Water
Act regulations, Virginia Wetland Protection Permitting,
aquatic insect identification and erosion control procedures.
Registrations and certifications of staff members include:
a registered engineer ( North Carolina and Virginia), Registered
Environmental Professional, and Certified Wetland Scientist.
